In a post on IRCC’s X handle on Wednesday, the details were published in Immigration, Refugees and Citizenship Canada’s (IRCC) 2026 Deputy Minister transition briefing, highlighting a tighter, risk-based approach to border integrity as visitor applications are projected to reach approximately 5.8 million.

Macro-Level Policy vs. Individual Assessment

According to the briefing, Canada’s Visa Policy Framework relies on a broad set of over 40 national criteria to determine whether foreign citizens require a traditional visa or qualify for visa-exempt travel. Key policy factors include:

Safety and Security: Evaluating national risks and potential threats to public safety.

Document Integrity: Assessing the security and management of foreign passports.

Economic & Bilateral Factors: Weighing trade benefits, tourism, and diplomatic ties.

Migration Trends: Tracking asylum claim volumes and history of visa violations, including unauthorized work or study.

IRCC clarified that these 40-plus criteria apply strictly at the national policy level to dictate border access rules for entire countries. They do not function as a point-based checklist for evaluating individual travel applicants.

Case-by-Case Individual Screening

For individual applicants requiring a Temporary Resident Visa (TRV), immigration officers conduct manual, case-by-case assessments. Decisions are based on a range of personal indicators rather than fixed scoring thresholds:

Applicant Intent: Reviewing travel history, employment, and family ties to ensure the applicant intends to leave Canada upon visa expiration.

Financial Capacity: Verifying sufficient funds to cover the stay without establishing mandatory minimum account balances.

Admissibility Checks: Conducting health, criminal, and security evaluations. High-risk files may be referred to the Canada Border Services Agency (CBSA) or the Canadian Security Intelligence Service (CSIS) for secondary screening.

Systemic Risk Tools and High-Volume Demand

To handle record volumes—led by high applicant demand from major source markets like India and China—IRCC has deployed macro-level integrity tools:

Global Risk Framework (GRF): Launched in late 2025, the GRF functions as an early-warning system to monitor global migration trends and flag integrity risks before backlogs develop.

Biometric Enrolment: Processing nearly 3.5 million biometric records annually across 166 overseas Visa Application Centres to verify identity against security and prior immigration databases.
